Is watering part of Installation and Establishment or Soil Management?

Both can be involved. Newly planted tree watering fits Installation and Establishment. Infiltration, drainage, pore space, field capacity, runoff, and water-holding capacity fit Soil Management. Diagnosis and Treatment can also test whether water stress is being mistaken for pests, disease, or nutrient deficiency.

Should newly planted trees be watered only outside the root ball?

No. Early after planting, many absorbing roots are still inside the original root ball. Water must reach that root ball and the surrounding soil as roots grow outward. A damp planting hole does not automatically mean the root ball is wet.

Is more water always the right answer for leaf scorch or wilting?

No. Leaf scorch and wilting can come from drought, root loss, compacted soil, saturated soil, heat, reflected light, planting depth problems, salt, or vascular issues. The exam usually expects you to read the site clues before choosing more water.
